Decisions based on that information occur elsewhere — across regulators, accounting systems, verification programs, registries, governments and financial institutions. TDI sits between these environments as the connecting infrastructure. It does not require them to become one system or replace their existing authority. Instead, it preserves the vehicle, environmental and policy context required for information to move reliably between them. Source systems remain source systems. Institutional authorities remain authorities. TDI connects the evidence between them. A vehicle's environmental performance changes throughout its life. Deterioration, maintenance, repair, component replacement, operating conditions and driver or fleet behaviour can each increase or reduce real-world emissions and energy use. TDI continuously compares current performance with prior state and applicable requirements to identify deterioration, inefficiency and opportunities for mitigation. When an intervention or behavioural change occurs, the resulting emissions and environmental delta can be re-measured and attributed to the event or activity that produced it. The verified outcome can then determine what follows—further intervention, compliance treatment, incentive, penalty, reward or another eligible economic response. These signals can reinforce actions associated with measurable improvement, creating a continuous feedback loop rather than a periodic assessment.
